Your own HO-6 pays first, no matter who caused it. The upstairs owner is responsible only if they were negligent, meaning they ignored a problem they knew about or did something careless. Your insurer then pursues them through subrogation. If the water crossed a common element the association maintains, the master policy covers that part.
A straightforward wall or room dries in about three to five days once air movers and a dehumidifier are running and the wet materials that cannot dry have been removed. Assemblies that hold bound water take longer: a crawl space, a slab, plaster, or solid hardwood commonly run five to ten days. Drying is finished when the wet material reads the same as an unaffected piece of the same material nearby, not when the surface feels dry. A restorer should be logging meter readings daily and showing them to you.
Damp soil is common. Free-standing water is not. A puddle that drains within a day or two after an unusually heavy storm is tolerable. Water that appears after ordinary rain, sits past 48 hours, or returns to the same low spot every storm is a defect in how water is handled outside the house.
No, not reliably. Rice pulls ambient moisture slowly and inconsistently, and its dust can work into ports and speaker grilles. Silica gel packets absorb faster and leave no residue, though neither one helps water that's already reached the panel or logic board.
Check for a musty smell, soft or bouncy flooring, staining on ceiling or wall panels, bubbling under the wall skin, and windows or doors that no longer close flush. Any one of these is worth a proper inspection before you drive or store the unit again.
